Job overview

We are seeking an enthusiastic and motivated individual to join the East Area finance team on a permanent basis. The individual will be a strong team player and have excellent communication and interpersonal skills.

Working within the Management Accounting Finance Team, providing professional assistance and financial advice and support to managers, and undertakes investigation into a wide range of financial variances and analysis, supporting the recommending of corrective action to senior finance staff as necessary.

The successful post holder will be qualified with AAT or will have equivalent experience/qualification. The role requires an enthusiastic, motivated and committed individual with excellent communication and interpersonal skills. The Finance Department is committed to personal development and training.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

To process and manage all aspects of income and expenditure for the Health Board in relation to a specific and named Area / Division, or Executive Directorate Budget, in line with Standing Financial Instructions, Standing orders and Accounting Standards and Guidelines.
Works within the听 Management Accounting Finance Team, providing professional assistance and financial advice and support to managers, and undertakes investigation into complex financial variances and analysis, suggesting relevant corrective action to Health Board managers as necessary.
Ensuring that all income, expenditure and invoices are processed and accounted for in accordance with set procedures and Accounting Standards, and that all information is provided in accordance with statutory reporting requirements, timescales and standards, through the completion of own work and the coordination with other colleagues across the Finance Department and wider Health Board.
To provide timely, accurate and meaningful financial management information within tight financial time-scales and ensure that work is completed in compliance with Standing Orders, Standing Financial Instructions, and Scheme of Delegation.

Essential criteria
  • AAT or will have equivalent experience/qualification
  • Finance / Accounting degree, or proven ability to work at degree level
  • Evidence of continuing professional development, particularly in the areas of budget and financial management, control and reporting
Desirable criteria
  • ECDL Qualification

Experience

Essential criteria
  • Significant experience working within an NHS finance environment
  • Experience of computerised financial managements systems and controls
  • Significant experience of budget setting and budgetary control, including the reporting and management of variances and implementation of corrective action
  • Experience of NHS accounting, including reconciliations, controls and VAT rules and guidelines
  • Experience of dealing with external agencies and dealing with Audit queries and responses

Skills

Essential criteria
  • The ability to effectively organise workload and work within strict deadlines.
  • Excellent in the use of spreadsheets and other PC-based office applications.
  • The ability to work as part of a team, achieving a corporate objective.

Knowledge

  • Understand the implication of current accounting and NHS legislation as it effects the area of work
  • Knowledge of Oracle accounts financials computerised system/departmental bespoke applications and routines
  • Knowledge and understanding of NHS Ring-fenced budgets and the need to report and control these accordingly and appropriately
