Reporting to the ICB Chief Finance Officer, this post will co-ordinate the day to day delivery of the system’s financial recovery programme

Main duties of the job

  • Leading assurance programmes to ensure financial controls are being robustly applied
  • Providing financial leadership to key system efficiency and transformation programmes including the redesign of UEC and discharge pathways
  • Meeting reporting requirements as part of the NHSE Investigation and Intervention Programme.
  • ÌýCo-ordinating reporting on financial recovery through system governance (System Financial Recovery Board, F&P Committee)

Detailed job description and main responsibilities

This post will work closely with the CFOs of BSOL’s 6 NHS organisations, providing support where appropriate to grip & control and efficiency schemes where they relate to system or cross-organisational opportunities.Ìý They will attend weekly/monthly CFOs and the System Financial Recovery Board, reporting on progress as required.Ìý They will also liaise regularly with the NHSE appointed independent contacts for the Investigation and Intervention programme, providing assurance on progress towards financial recovery.

In addition, the post will support the identification and development of additional in-year financial recovery opportunities, engaging within the BSOL system, with other ICSs and with NHSE to ensure all opportunities are being fully realised.Ìý This will include a detailed review of the output from other systems within the Investigation and Intervention regime.

As relevant, the post will also provide additional support to the development of a rolling 3-year efficiency programme, enabling the system to demonstrate a credible plan to deliver longer term financial sustainability.

ÌýThe Job holder will be accountable for:

ÌýGrip and control:

-ÌýÌýÌýÌýÌýÌý Providing independent challenge to grip and control measures across BSOL, ensuring there is consistent application of agreed system frameworks of financial control.

-ÌýÌýÌýÌýÌýÌý Working closely with the providers of the Investigation and Intervention programme to understand any findings and implement appropriate action to improve grip and control where relevant

-ÌýÌýÌýÌýÌýÌý Reviewing opportunities from other systems and making recommendations to CFOs and the System Financial Recovery

-ÌýÌýÌýÌýÌýÌý Chairing, where required, system assurance meetings such as the System Vacancy Panel

ÌýEfficiency delivery

-ÌýÌýÌýÌýÌýÌý Providing financial leadership in key system-wide efficiency schemes, including the redesign of UEC and discharge pathways

-ÌýÌýÌýÌýÌýÌý Supporting the development of robust business cases to ensure financial benefit is achieved from system transformation

-ÌýÌýÌýÌýÌýÌý Reviewing previous investment cases to ensure benefits have been delivered

-ÌýÌýÌýÌýÌýÌý Supporting disinvestment and decommissioning reviews where required

ÌýReporting

-ÌýÌýÌýÌýÌýÌý Co-ordinating the weekly Investigation and Intervention report to NHSE

-ÌýÌýÌýÌýÌýÌý Providing regularly updates to CFOs and to the monthly System Financial Recovery Board and ICB Finance & Performance Committee

-ÌýÌýÌýÌýÌýÌý Co-ordinating additional reporting in relation to system financial recovery as required

ÌýMedium Term Financial Planning

-ÌýÌýÌýÌýÌýÌý Providing input into the development of a medium term financial plan for the system

-ÌýÌýÌýÌýÌýÌý Quantifying opportunity in relation to efficiency schemes, and working with partners to ensure processes are in place to deliver schemes within agreed timescale
