Job overview

The Head of Technical Design and Delivery is accountable for the delivery of the Technical workstream components of the One Devon EPR Programme, to time and to budget.

This is key leadership role within the programme and the postholder will be expected to work collaboratively with colleagues from across Royal Devon University Healthcare NHS Foundation Trust, Torbay and South Devon NHS Foundation Trust and University Hospitals Plymouth NHS Trust to ensure all technical aspects of the EPR programme are delivered successfully. 

Main duties of the job

  • Be accountable for the Technical readiness of the One Devon EPR implementation, ensuring it is effectively planned, managed, monitored at both strategic and all levels/stages of the programme
  • Provide expert advice and guidance regarding all aspects of the Technical workstream to the Programme Implementation Team and Board
  • Be accountable for the production and quality of documentation and policies for the Technical workstream including; strategies, test and cutover plans, data migration and interface strategy and procedures, WES architecture and SOPs, service desk and supplier interface, end user computing builds
  • Be accountable for the procurement, tender evaluations, contracts of the WES, Programme Stage deliverables, exception and highlight reports
  • To lead a team of highly technical staff to deliver digital transformation
  • To work closely with other EPR Programme and Trust BAU leads to ensure delivery of the digital programme and into optimisation and transition phases
  • To proactively lead and manage the EPR Technical leads and relevant staff from partner organisations to provide timely information to ensure deadlines are met
  • To develop and implement plans for the introduction of the Technical workstream, including Epic EPR and related system changes according to current Trust System Downtime policies and procedures to minimise operational disruption

The postholder will be expected to travel to various locations across Devon on a regular basis.

Detailed job description and main responsibilities

  • To advise and give recommendations regarding the Technical workstream to the Programme Board and delivery workstreams
  • To log issues as they arise through the Programme governance/supplier chain to achieve resolution promptly;
  • To lead and facilitate conference style meetings and workshops/roadshows conveying highly complex technical information about digital change to both internal and external staff with varying degrees of understanding
  • To represent the One Devon EPR Implementation Team at senior and Board level meetings and use highly specialist digital and informatics knowledge and judgement to contribute, update and seek resolution on workstream issues where appropriate
  • To initiate regular workstream meetings, chair and or participate in meetings
  • To regularly undertake planned testing, surveys, audits and or research to support the monitoring and implementation of the Digital Transformation components
  • To work in a complex and unstructured multi-disciplinary environment, be able to act with minimum guidelines and set standards for team/others on the Programme
  • Act as an ambassador for the One Devon EPR Programme at all times;
  • Undertake any other duties commensurate with the grade as required by the Programme Director/CIO/other members of the Programme Board.

Qualifications

Essential criteria
  • Master’s Degree or similar level of qualification/extensive equivalent experience gained at senior IMT management level
  • Postgraduate Qualification in Health Informatics, IM&T and/or equivalent experience to Doctorate Level
  • PRINCE2 Practitioner level Project Management qualification or equivalent PM qualification or equivalent leadership of large scale digital equivalent experience

Knowledge

Essential criteria
  • Knowledge of NHS Information Standards and their application across the domain of the Digital Transformation components e.g. technical, information systems both clinical and administrative, contract data sets etc.
  • Health Informatics expert with demonstrable experience of application of expertise
  • Experience of leading large multidisciplinary IM&T teams and working across a multidisciplinary healthcare environment
  • Experience of managing stakeholders, ensuring high quality, timely communication often having to communicate highly complex data in plain English across programme and organisational management teams
  • Significant demonstrable knowledge and experience of managing and leading technical infrastructure including server and storage architecture, end point devices, information systems both clinical and non-clinical, business intelligence, interoperability and data conversion and integration within a healthcare environment at scale.
  • Evidence of successful programme/project delivery
  • Evidence of managing change in a technical environment and its impact upon healthcare users, patients/relatives/carers
Desirable criteria
  • Previous experience of technical workstreams within an epic implementation

  • • Ability to assess complex programme related issues within the health care environment and to identify solutions
  • • Ability to work under significant pressure to achieve deadlines whilst managing frequent interruptions
  • • Excellent communication skills both written and verbal, with the ability to communicate, negotiate and influence multidisciplinary teams across organisations, including clinical, managerial, technical and Trust Executive and Non Executive Board members, as well as external suppliers
  • • Exceptional leadership qualities with the ability to lead, manage and motivate staff and teams to achieve a common goal
