Job overview
To work as part of the Estates management team and assist with all aspects of management of property portfolio, including interpretation of Memorandums of Occupation, licences, leases and tenancies. Formulation of tenancy proposals, liaising with Landlords and Tenants, understanding and disseminating service charge information and communicating with solicitors and stakeholders.Ìý
Main duties of the job
- The negotiation with landlords in respect of new leases.
- Active management of properties within the portfolio to maximize letting opportunities.Ìý
- The drafting of documents for use with tenants i.e.Ìý heads of terms for the granting of leases, licences and memorandum of occupation, advising, and seeking advice on all tenancy related matters for existing and new leases.Ìý
- Assist in the delivery of the Service and Estate Strategy providing advice and support in all property matters.
- To lead in identifying and negotiating acquisitions and disposals in line with the Trust's strategic direction.
- Be an affective member of the Estates and Facilities team, demonstrating a commitment to the Trust's strategic objectives and visions.

Detailed job description and main responsibilities
- The post holder will be office based but required to travel in response to Trust wide business areas.
- The postholder will have to carry equipment between sites and have a reasonable level of physical fitness, able to walk distances and stand for periods of times.
- The postholder will occasionally be involved for periods of prolonged concentration in the development of documentation relating to work practices and or procedures. They must be able to meet challenging deadlines and react to urgent and difficult situations.Ìý
- postholder must be able to influence, facilitate and manage change in a variety of environments.Ìý
- This is an office based role, which will require the post holder to regularly use a Laptop/VDU or PC.
- The postholder is required to use their own vehicle to travel to meetings across Hertfordshire.
- The postholder will be required to attend construction sites as part of their duties.Ìý

Qualifications and Training
Essential criteria
- Professional knowledge acquired through a relevant degree or equivalent, plus specialist knowledge acquired through post-graduate courses or
- Specialist courses-up to date CPD
- Management qualification or training or equivalent experience
Desirable criteria
- Membership of a recognised Building Services institute.
Experience and Knowledge
Essential criteria
- Significant experience in NHS Estates at management level (alternative relevant sector experience will be considered)
- Significant knowledge and experience of all property related legislation and NHS Policy
Desirable criteria
- Knowledge of business case development and project management.
- Knowledge of Healthcare guidance including Estatecode, HTM’s,HBN’s and other industry specific guidance notes
Skills and Abilities
Essential criteria
- Good problem solving skills with a mechanical aptitude.
- Numeracy skills. Budget management experience
- Computer literacy and the ability to multitask.
- Managing customers /clients and tenants within a complex environment
- Excellent written and oral communication skills – presenting technical issues to a wide non-technical audience
- Excellent negotiation skills
Desirable criteria
- Computer skills in Property software, CAD, BMS and PPM systems would be an advantage
General Skills
Essential criteria
- Has an excellent understanding of the policies and procedures governing their area of work. Has experience of raising concerns and taking steps to correct to expected standard
