Job overview

Working as part of a wider network of analysts and researchers, both within and beyond NHS GM, the postholder will collaboratively produce high quality strategic intelligence, research, analysis, and insight that enables effective decision-making, and the development of meaningful and impactful policy and strategy at a local and city-regional level.

As a member of the Data, Insight and Intelligence Function, you will have responsibility for developing and applying new and innovative ways of managing and analysing data. You will support a growing and multi-skilled team of intelligence experts, to build innovative applications using state-of-the-art big data technologies, and data from a wide variety of sources. You will support healthcare and NHS professionals to make the right and most cost-effective decisions for commissioning, patient care and healthcare services. Using the very latest developments in Analytics, Data Science and Operational Research you will be providing actionable data insight to senior managers and clinicians through the power of statistical modelling and analysis.

Main duties of the job

KEY DUTIES AND RESPONSIBILITIES To deliver the above, the Senior Data Analyst will:

鈥 Support the Data Insight and Intelligence function/Locality management team to manage the teams to deliver intelligence to end users

鈥 Where required: manage an analytical resource consisting of analysts, data engineers, data scientists and and/or primary care data facilitators.

鈥 Provide oversight and management of individuals within the Data Insight and Intelligence function/Locality

鈥 Work with internal and external analysts and BI colleagues to develop baseline analytics on health and social care data on a national scale.

Key responsibilities

To support the Data Insight and Intelligence senior management team in devising, implementing and monitoring strategy and policy in relation to data and intelligence and outcomes in their specialist area(s)

- To develop and maintain an understanding of the national perspective and future strategy for the NHS and related areas of Health and Social Care

- To provide management to individuals within the relevant team, empowering individuals within own designated area, to perform to high standards and develop innovative ways of working.听

- To influence professionals within their area of responsibility to make key business decisions based on the use of robust finance, activity, outcomes and patient experience analysis.

- To play a key supporting role in the innovation and transformation of the use of intelligence within the local health and social care economy, including the use of non-traditional information sources.

Detailed job description and main responsibilities

COMMUNICATION
鈥 听 听Maintain excellent working relationships with a wide range of relevant stakeholders within the Population Health and Strategic Intelligence communities.
鈥 听 听Develop and maintain effective relationships with senior officers and key stakeholders from a wide variety of partner organisations, ensuring clear and effective channels of communication. 听
鈥 听 听Coordinate high levels of engagement with Local Authorities and partner organisations to ensure business requirements are effectively captured and defined and that opportunities to collaborate are optimized.

INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING
鈥 听 听Promote the use of high-quality research and analysis across GM to inform outcomes and priorities by conducting and supporting the development of highly complex analysis of data and evidence from diverse sources and interpreting outputs for a range of different stakeholders.
鈥 听 听Provide high quality and complex data analysis as required including the production of statistics, visualisation, interpretation, and reporting.
鈥 听 听Produce clear presentation materials and data visualisations
鈥 听 听Explain highly complex analysis, relationships and interpretation to non-specialists including senior stakeholders to facilitate evidence-based decision-making and policy development.
鈥 听 听Use expert data handling and manipulation skills, including managing large datasets and producing statistical modelling.听
鈥 听 听Apply advanced IT and coding skills using Excel, SQL, Tableau and R.
鈥 听 听Monitor, evaluate and interpret data returns that demonstrate progress against the objectives of directorate activity.听
鈥 听 听Use initiative to decide relevant actions and make recommendations to their line manager / supervisor, with the aim of improving deliverables and compliance to policies.听
鈥 听 听Take decisions autonomously, when required, working to tight and often changing timescales, and be able to assess and refer on difficult issues to an appropriate person.听
鈥 听 听Ensure that NHS GM policies and procedures are always adhered to.


PLANNING & ORGANISATION
鈥 听 听Support emerging programmes of work within the Population Health function as and when required.
鈥 听 听Support all stakeholders to make active contributions to the delivery of the GM strategic intelligence work plan, by providing analytical support to the 10 local authorities.
鈥 听 听Work as part of the wider NHS GM team and with other stakeholders to further our organisational goals.
鈥 听 听Work with NHS GM partners, localities, and your line manager to agree a work programme and allocation of own resource to each area.
鈥 听 听Ensure tasks, where required, are successfully delivered in line with agreed expectations, timescales, and budgets.
鈥 听 听Ensure any project management documentation or reports are delivered in line with agreed standards and timescales.

鈥 听 听Provide training for staff from own or other disciplines on own subject area, when required.

Standards of dress听

  • Demonstrable and thorough knowledge of the health economy and the operational framework underpinning health care provision
  • Knowledge of activity and information flows in some or all of the following areas: secondary care, primary, community, mental health care or other health care related flows
  • Knowledge of statistical and analytical techniques and experience of using them
  • Knowledge of the key principals of information governance
Desirable criteria
  • Experience of activity and information flows in social care and other non-traditional information sources e.g., environmental health
  • Significant knowledge of Payment By Results and the process of contracting
