Job overview

Key areas of responsibility

To provide strong operational leadership to a discrete portfolio of services.

Ìý

Be responsible for ensuring that services are delivered safely; to a high standard and within budget. There will be a need to be transformative and innovative as services expand and relationships across the system are developed to meet local needs

Ìý

Work with others to continuously improve services, ensure service user and carer experience is positive; services are responsive and accessible and transitions between services are smooth and seamless.

Ensure that clinical governance mechanisms are in place, driven at a local level, ensuring lessons are learnt and experience informs ‘best practice’. This will include working with Safety & Quality colleagues to ensure that lessons are proactively learnt via the appropriate formal and informal processes, and that complaints and concerned are managed to communicate effectively with stakeholders

Main duties of the job

Key Responsibilities:

  • Service Management: Develop, deliver, and improve services, ensuring quality, performance, and budget efficiency.
  • Collaboration & Leadership: Work with stakeholders, communicate key updates, and foster staff leadership.
  • Decision-Making & Analysis: Monitor performance, budgets, and risks, implementing improvements as needed.
  • Planning & Innovation: Develop business plans, promote best practices, and drive service improvements.
  • Patient & Client Care: Ensure safe, accessible services, particularly for vulnerable groups.
  • Policy & Compliance: Engage stakeholders, manage complaints, and enforce clinical and child protection policies.
  • Financial & Resource Oversight: Manage budgets, procurement, and resource allocation.
  • Staff Management: Lead recruitment, training, and workforce planning while overseeing HR policies.
  • Performance & Reporting: Track KPIs, provide reports, and ensure service quality.
  • Research & Development: Support audits, research, and continuous service evaluation.
  • Work Environment: Balance physical, mental, and emotional demands while managing office and travel duties.

Qualifications

Essential criteria
  • Professional knowledge acquired through degree supplemented by diploma level specialist training, management qualification or equivalent and experience
  • Relevant qualification or significant experience in clinical children’s field

Knowledge and skills

Essential criteria
  • Strong understanding of national policy in relation to services for children and young people
  • Ability to develop and implement innovative solutions, to problem solve and respond to sudden unexpected demands

Other

Essential criteria
  • Ability to meet the travel requirements of the post
  • Willing to undertake DBS (Disclosure & Barring Service) clearance at enhanced level

Experience

Essential criteria
  • Evidence of delivering successful change within a service context, using a range of effective influencing, negotiation, facilitation and process skills
  • Budget management experience including reducing costs (CIP), monitoring and determining corrective action
  • Experience and understanding of safeguarding;
