Job overview
NHS England has established the Advisory Group for Data (AGD) which includes independent members with specialist skills (including statistics, research, ethics, information governance, lay members and clinicians) and NHS England staff from Data Protection, Caldicott Guardian, and Data and Analytics teams. ÌýTogether they individually and collectively provide NHS England with expert advice and assurance on internal and external access to data. Ìý
The in-depth analysis and discussion of applications for UK health data at AGD meetings, together with the published minutes, ensures that the advice given to NHS England is transparent, thorough and rigorous and helps the population of the UK to have confidence in the NHS England’s handling of confidential health data.
Following a period of transition, a number of opportunities have arisen for new members to join AGD and provide NHS England with an important independent voice helping to steer appropriate access to data.Ìý
The role is offered as a NHS England employed for tax reasons contract, and will need to comply with relevant policy. Whilst the workload may vary throughout the year, we guarantee the Member a minimum of 36 days work over the year with a salary of £16,560. ÌýAdditional work, paid pro rata, may be available by agreement with NHS England during the year.
Independent members, including the Chair, will not otherwise hold substantive employment contracts with NHS England.

Main duties of the job
Rather than representing any employer, professional body, or any other group or organisation, independent members will bring their individual experience, knowledge and expertise. This may be from current or past employment, but we particularly the value gained from lived experience. ÌýWe are keen therefore to receive applications from people from all backgrounds, and encourage you to not just focus on employment in responding to the selection criteria below.
As an independent member you must be able to consider and debate a wide range of technical and policy information analytically, and focus on key areas without losing track of the bigger picture. You will actively contribute to AGD business, including the review of applications for data. ÌýAs well as contributing to discussions in-meeting, you may expect to undertake some project work in line with your area of expertise or as requested by NHS England.Ìý
You will be expected to prepare for and attend meetings in line with the requirements set out by NHS England in order to meet its business needs. Meetings are currently held weekly via Teams, with a minimum of two in-person plenary meetings each year in Leeds. ÌýMeetings are currently held on a Thursday.
As the nature of the requirement for advice evolves, we anticipate that work may be increasingly undertaken outside a formal meeting

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities
As a specialist clinician adviser, you will:
- Have a good understanding of the duty of confidentiality, data protection legislation relevant to health and social care data, consent, and theÌýCaldicott Principles.
- Use your expert clinical knowledge to support the work of AGD.
- Work and behave in a non-discriminatory way in all areas of AGD’s activity.
- Work within the context of public sector transparency, respecting the Nolan Principles.
- Provide an active contribution outside of meetings for example, via NHS England meetings, project work or email discussions.
As part of your training you will be willing to attend induction training and a period of observing AGD meetings, and to complete all NHS England mandatory training requirements within 3 months of appointment, and every 12 months thereafter.Ìý

Education & Experience
Essential criteria
- Clinician from a primary or secondary care setting, and/or those with responsibilities for operational performance
- contribute insight from professional ethical perspective in line with guidance from health professional bodies
- Hold a current registration with a UK healthcare professional body
- strong commitment to improving the quality and safety of health and social care for the greater public good
Desirable criteria
- participated on a Research Ethics Committee, or acted as a Caldicott Guardian for an organisation that holds and disseminates large volumes of health data
- Experience of the data needs of public health, social care, commissioners or providers
- Hold a current licence to practice from a UK healthcare professional body
Skills
Essential criteria
- excellent interpersonal and communication skills
- present views effectively in a clear and straightforward manner
- good active listener and disciplined speaker, with the ability to express views in a coherent concise and logical fashion
- discuss issues and topics with people who may not agree with them, including being able to influence and listen to all views of others from a range of backgrounds
Knowledge
Essential criteria
- Have a strong understanding around the law on consent
- ability to understand the scientific rationale behind any request for access, and the clinical significance of the work, compared to current clinical best practice, and be able to communicate this to the non-clinician AGD members
- ability to assess currently available medical treatments (UK and worldwide) and communicate this to AGD members, to assist in the assessment of the commercial benefit of applications
Desirable criteria
- working knowledge of current clinical or health service research processes
